The commission said though it has constitutional powers to appoint, promote and discipline police officers, it did not have the authority to discipline “an IG who refuses to implement decisions.”
The Head, Press and Public Relations, PSC, Ikechukwu Ani said this in a statement on Sunday in Abuja in reaction to an interview by the producer of a television show, Crimefighter, Aisha Tosan about the alleged involvement of the commission in the promotion scandal rocking the force.
Tosan had accused the IG of promoting policemen close to him and equally alleged that the Okiro-led police service commission was incompetent.
But Ani in his statement explained that the commission gave Idris the free hand to run the force and to deploy police officers because he knew their operational capabilities.
He denied that the commission under Dr. Mike Okiro was “a mere rubber stamp agency,” arguing that the service would continue to be guided by laid down rules and regulations in the areas of appointments, promotions and disciplinary matters.
He said, “The commission however can do more with a Constitutional provision that allows it to protect its decisions.
“It is also common knowledge that most times its decisions are not implemented by the IGP since constitutionally the commission cannot discipline the IGP.”
The commission advised that the efforts to sanitize the force should not be wasted on a witch-hunt, but channeled into identifying the sources of the problems confronting the police with the intention of putting it right.
Regarding special promotions, the commission explained that it has given the IG guidelines that should govern his recommendations, noting that all recommendations from him on the issue has been put on hold until he complied with the guidelines.
“The current commission will continue to work with Mr. President to give the nation the police force that will be the envy of every Nigerian,” the statement added.
The Force Public Relations Officer, Jimoh Moshood declined comment when contacted over the alleged refusal of the IG to implement the commission’s directives.
